California moves to require solar panels on all new homes by 2020

The commission estimates they would add an average $10,500 in construction costs for a single-family home but generate about $16,000 in energy savings.

The commission said the new standards will reduce greenhouse gas emissions by an amount equivalent to taking 115,000 fossil fuel cars off the road. It is the latest effort by the state to reduce carbon emissions, and if approved, it would be the first such mandate nationwide.

About 117,000 new single-family homes and 48,000 multifamily units will be built in 2020, the commission estimates. The state expects that, on the whole, the new requirements will help state residents save money. Over all, at the current rate of home building, the new requirement will increase the annual number of rooftop solar installations by 44 percent.

The solar rules apply to all new construction and major renovation on buildings under three stories. All approved residential construction plans issued after January 1, 2020, must include some form of solar power system.

The new requirement, to take effect in two years, brings solar power into the mainstream in a way it has never been until now.

A key element in crafting the new standards was to ensure that the efficiency upgrade and solar systems would be affordable to all Californians. The commission also says people will save about $80 a month on their utility bills.

The California Energy Commission hearing room was packed full on Wednesday as the commission voted unanimously in favor of the proposed rule. That is the difference between getting a home and not getting a home for some home buyers, he said.
