United States imposes sanctions on Iranians for worldwide cyber theft

The Justice Department on Friday announced charges against 9 Iranians in a government-sponsored hacking scheme that pilfered sensitive information from hundreds of universities, private companies and government agencies. This company engaged in cyberespionage on behalf of the Islamic Revolutionary Guard Corps, one of Iran's military intelligence agencies, as well as on behalf of other Iranian government clients, such as universities and research organizations that would benefit from the stolen data.

Federal investigators said the Iranian case was one of the largest state-sponsored hacking campaigns the USA had ever prosecuted.

The Mabna Institute hacked into computer systems belonging to 144 USA universities as well as 176 universities in 21 other countries, according to Treasury and the Department of Justice, which jointly announced the new sanctions on Friday.

"This case is important because it will disrupt the defendants' hacking operations and deter similar crimes", said Deputy Attorney General Rod Rosenstein.

They are all citizens and residents of Iran and, because the U.S. has no extradition agreement, are unlikely to ever stand trial.

Officials said the group targeted the email accounts of more than 100,000 professors from all over the world, and appear to have successfully compromised 8,000 email accounts for professors at United States universities. The campaign took place from 2013 to 2017 and targeted over 100,000 university professors around the world with phishing links.

The charges against the accused include wire fraud, aggravated identity theft, and conspiracy to commit computer intrusions.

No group claimed responsibility for the attack targeting Iranian newspapers.

The US on Friday announced sanctions against nine Iranians and an Iranian company for attempting to hack into hundreds of universities worldwide, including in Ireland, on behalf of Tehran's government. They added that the estimated value of the stolen intellectual property is around $3.4 billion.

Once accounts were compromised, the hackers would steal reams of academic data and intellectual property related to science and technology, engineering, social sciences and medicine, the indictment said. The campaign targeted more than 100,000 professors' inboxes.

Critics, including government officials, say such plans are a recipe for disaster if a company unwittingly gets the US into an escalating cyber conflict with an adversary such as Iran, Russia or North Korea.

Iranian hackers with links to the Tehran government carried out a series of attacks on universities in an attempt to steal secrets, authorities in the U.S. and United Kingdom said.

They successfully compromised approximately 8,000 professor email accounts across 144 US-based universities, and 176 universities located in foreign countries, including Australia, Canada, China, Denmark, Finland, Germany, Ireland, Israel, Italy, Japan, Malaysia, The Netherlands, Norway, Poland, Singapore, South Korea, Spain, Sweden, Switzerland, Turkey and the United Kingdom, it said.

White House Cybersecurity Coordinator Rob Joyce called on other nations to "follow suit and impose costs" on Iran.
