Conaway's Bill Bans the US Government from Using Huawei & ZTE Phones

Texas representative Mike Conaway (R-TX 11th District) proposed a bill last week called the Defending U.S. Government Communications Act, which primarily aims to ban the U.S. government from buying or using any phones, telecommunications equipment, or services supplied by Huawei and ZTE.

Lawmakers are advising American companies that if they have ties to Huawei or China Mobile, it could hamper their ability to do business with the U.S. government, a source was quoted as saying.

Huawei and Chinese telecom firms have long struggled to gain a toehold in the USA market, partly because of United States government pressure on potential U.S. partners.

Addressing the scuppered deal, Richard Yu, the CEO of Huawei's consumer products division, said at CES: "We win the trust of the Chinese carriers, we win the trust of the emerging markets... and also we win the trust of the global carriers, all the European and Japanese carriers".

Both Huawei and China Mobile have been at the forefront of Congressional national security concerns over China's influence in the United States. The country's carriers have been reluctant to carry its devices and while AT&T recently announced its intention to sell the Huawei Mate 10, it made a decision to pull out of the deal last week. That includes AT&T current partnership with Huawei on creating a robust next-generation 5G network, as well as AT&T's use of Huawei devices through its discount subsidiary Cricket. Worries over potential Chinese government spying via China-based companies are nothing new, but officials have been, both officially and unofficially, increasingly vocal about these potential issues.

Earlier this month, AT&T was forced to scrap a plan to offer its customers Huawei handsets after some members of Congress reportedly lobbied against the idea with federal regulators.

"The next wave of wireless communication has enormous economic and national security implications".

AT&T is working with Huawei in at least two different areas, the first of which is on standards for AT&T's planned 5G network.

While the potential for a cybersecurity concerns exists, Huawei and ZTE have always been targets for members of Congress, and this bill could be a form of political signaling to China.

In 2012, it investigated Huawei and ZTE over claims that they posed a threat to critical infrastructure.
