Lighthizer Slams Canada and Mexico for Refusing to Accept NAFTA Reforms

Addressing reporters in Washington on the same day the United States, Mexico and Canada agreed to extend fraught North American Free Trade Agreement negotiations into 2018, Ildefonso Guajardo said Mexico's position on USA proposals, some of which were unacceptable, was very firm. That could set in a period of hard talks to reach a compromise or, at worse, could open the way for Trump to withdraw from NAFTA, a threat that he has repeatedly made. Nafta now lets manufacturers - such as garment makers - create cross-border supply chains in which parts of a final product are sourced from different countries before being assembled in a final location.

"We must ensure that decisions we make today do not come back to haunt us tomorrow", Mexico Economy Secretary Ildefonso Guajardo added, alluding to the USA proposals to rework the free trade pact.

U.S. Chamber of Commerce President Tom Donohue said in a speech recently that the Trump administration's proposals are "unnecessary and unacceptable".

Freeland said new USA content requirements would disrupt supply chains for the automobile industry, jeopardizing thousands of jobs.

Other thorny issues that US officials also pushed across the table in the fourth round included a USA proposal to weaken Canada's and Mexico's access to USA government procurement contracts and to eliminate a NAFTA chapter that has allowed Mexico and Canada to contest US anti-dumping and government-subsidy tariff decisions by turning to a special panel of judges. Canada and Mexico won't stand for it. They have also put forward a clause, called "twilight" that could put an end to the NAFTA by five years.

Trade with the US could continue without NAFTA. However, Mexican Economy Secretary Ildefonso Guajardo told CNNMoney in April that such a proposal wouldn't work for him.

Mexican and Canadian officials are set to release a joint statement at 3 p.m. ET on Tuesday, following talks that ended Monday.

The Mexican source would not comment on rules of origin.
