US Might Say Iran Violating Nuclear Deal Without Withdrawing, Envoy Says

US Might Say Iran Violating Nuclear Deal Without Withdrawing, Envoy Says

"I'm not making the case for de-certifying", Haley said. She said it did not resolve a long list of other United States grievances about Iran's behavior, from its support for the Lebanese Shiite militia Hezbollah to its ballistic missile program.

"Our allies very much know that we should be concerned" about Iran's compliance, Haley said. "I'm saying should the president decide to decertify, he has grounds to stand on".

"Another major flaw in the JCPOA is its penalty provisions", she said. She said that Kim Jong Un is "begging for war" and although the USA does not want to enter a war, it may not have a choice. -Iranian relationship. Though she never stated it so bluntly, Haley's remarks amount to an argument that these broader issues are worth jettisoning even a successful nonproliferation agreement that is preventing an Iranian nuclear weapon.

Ilan Goldenberg, a former state department official, said that if Trump withheld certification of the nuclear deal it would be hard for him to continue to waive sanctions, as both are based on similar criteria.

Strikingly, in a nearly hourlong speech devoted almost exclusively to the deficiencies of the Iran nuclear deal, Haley offered no vision for what alternative steps the Trump administration would take to restrain Iran's nuclear behavior should it move to collapse the Joint Comprehensive Plan of Action (JCPOA).

She added that Washington's job wasn't to make sure allies were "comfortable". "We should welcome a debate over whether the JCPOA is in USA national security interests".

Ninety days after he took office, Trump's administration certified to Congress that Iran was meeting its commitments under the Joint Comprehensive Plan of Action (JCPOA).

The importance of the Iran nuclear deal can not be stressed enough.

Haley traveled to Vienna last week to pressure United Nations atomic watchdogs to check Iran's undeclared military sites to verify it is not concealing activities barred by the deal. The secretary of state, Rex Tillerson, has kept a low profile by comparison, amid persistent rumours he is unhappy in the role and could be replaced by Haley.

She cited Iran's support for terrorism, proxy wars and malign actors, its weapons-smuggling and human rights violations - subject to other USA and worldwide sanctions - as reasons to pull back from the agreement. "The Iranian nuclear deal was created to be too big to fail".

USA test successfully intercepts ballistic missile
Earlier Tuesday, North Korea fired a ballistic missile over Japan, a close USA ally, that landed in the Pacific Ocean. In June, the John Paul Jones failed to shoot down its target missile in a similar test off Hawaii.

In an op-ed published by The Algemeiner on Monday, Haley confronted Iran in a different realm: its backing of the Lebanese Shia terrorist organization Hezbollah. "What if we just gave them 10 years, and all the money they wanted to do what they want to prepare for, when that 10th year hits and they start nuclear war?"

"Thus far, at least to us, there has been no evidence produced".

But in the wake of the new economic sanctions imposed on Iran recently by the Trump administration, there have been worries about possible US termination of the nuclear deal with Iran.

Haley claimed they were concerned about Iran's behaviour but acknowledged they did not want the U.S. to withdraw.

Other parties to the agreement have said they would not walk away simply because Trump finds Iran out of compliance. "That's a factual determination - it's not a political determination".

President Trump and Congress need to exercise their constitutional responsibility to move the center of gravity back where it belongs.

"That's the way the legislation is written, that under certain circumstances it comes Back to the House and Senate", Corker said. "This is not an easy situation for anyone".

The former SC governor denied that her speech was meant as a signal of what's to come. The next presidential recertification is due next month.

"I get that Congress doesn't want this, " Ms. Haley said. She didn't say he necessarily would.
