Republicans demand another vote to repeal the Affordable Care Act

Back on Capitol Hill on Monday, Senate Majority Leader Mitch McConnell, R-Ky., was hosting GOP lawmakers who might be uncertain, such as Sens.

Two months after one of the GOP's top priorities crashed on the Senate floor, the revived attempt to uproot Obama's law is being led by GOP Sens.

With Graham seeking to sell the bill as a consensus-builder among the Republican Party, Democrats opposed to his measure could seize on McMaster distancing himself as a sign the legislation does not have sufficient support to move ahead. But if states can use their block money more effectively than ObamaCare, less will mean more.

This is a welcome return to federalist principles that the GOP had forgotten when crafting their earlier ObamaCare replacement bills. Bill Cassidy and other Republican governors in late July to help craft it.

Senate leaders have no desire to lose yet another health care vote. But Paul said Friday he'd defect from Graham-Cassidy because it leaves way too much of Obamacare in place.

McMaster acknowledged that a block grant proposal, as proposed by Graham and Cassidy, would give individual states more power to design their own health care systems. It is not clear when the budget office will issue a report on the Graham-Cassidy bill, showing its effects on federal spending and the number of people without insurance. If the Senate does not vote by the end of next week, it will become almost impossible to repeal the law because the drive to kill the Affordable Care Act will lose the procedural protections that allow it to pass the Senate with a simple majority, rather than the 60 votes that would otherwise be needed. But they could at least feasibly get to 50, which would allow Vice President Mike Pence to cast a tie-breaking vote in favor of the measure.

Senators Lisa Murkowski of Alaska and Susan Collins of ME also voted no on the bill.

Senate Republicans fell one vote short of a repeal and replace plan in July.

"It's better but it's not what the Senate is supposed to be doing", McCain told reporters about the new package.

And that would leave the bill's fate in the hands of Alaska's Lisa Murkowski. The bill would temporarily block federal payments to the group. Lamar Alexander, R-Tenn., and Patty Murray, D-Wash., work toward a bipartisan deal to continue federal subsidies to insurers easing some costs for lower-earning customers that Trump has threatened to block. In other words, they are maintaining the GOP norm of lying both about the content of Obamacare and about what would replace it.
