House leader: Revenue vote now set for weekend

"Saying we'll gavel out and return at some point [Sunday] to me does not send a message to Illinoisans that we're prepared to bring this to resolution any time soon", said Durkin, the Republican Party's legislative proxy for Governor Bruce Rauner, who has stayed on the sidelines of recent budget negotiations.

Lawmakers will be in session Saturday to take up the final pieces of what could be a $5 billion tax increase to pay for a $36.5 billion spending bill, and Republicans are lining up votes. The proposal was approved on a 90-25 vote in the House, but it was a test run. IL has already been warned, it will be the first state ever to be downgraded to junk bond status if it can't reach a deal before the end of the fiscal year.

IL now has $14.7 billion in past-due bills and the state has a $6.2 billion annual deficit from its last budget, passed two years ago.

Without a budget, the state comptroller will be unable to cover basic services ordered by courts, road construction and Powerball ticket sales could halt, and the state's credit rating could be downgraded to "junk".

The revenue legislation would increase the personal income tax rate 32 percent.

The Prairie State's last annual budget expired two years ago. "I want this done today".

While acknowledging the state would begin its third fiscal year without a budget, Madigan sent a letter to the three big NY bond houses, asking them not to drop Illinois' credit rating to junk status.

The proposed budget relies on more than $2 billion in spending cuts and a probable increase in the income tax to raise $5 billion.

"The majority in the General Assembly has chosen to hold innocent people, our most vulnerable residents and essential services hostage to pass an excessive, unwarranted tax hike", his statement continued.

Rauner's office did not comment Friday on the House action.

Rauner's preconditions for a deal include reducing businesses' workers' compensation expenses, reducing the state's pension costs, a freeze of local property taxes, and creating a path for local government consolidation.

Rauner has also not been present at negotiating meetings.
