Senate OKs bill to fund government through September

"After years of partisan bickering and gridlock, this bill is a clear win for the American people", Trump said.

But many rank-and-file Republicans saw the bill as a lost opportunity for a fight that could have produced victories on the wall and punishing "sanctuary" cities that fail to cooperate with immigration authorities.

"This is what winning looks like", Mr Trump said during a ceremony honouring the Air Force Academy football team.

Tuesday afternoon from the White House podium, Mr. Mulvaney defended the spending deal a third time, appearing with pictures of planned border-security changes he said would be funded by the deal and emphasizing to conservative critics of the deal that a Republican-only bill could not pass the Senate. Democrats were happy that funding for Trump's Mexico border wall was not included.

White House budget director Mick Mulvaney also praised the budget deal in a conference call with reporters.

Despite a tweet earlier Tuesday from Trump suggesting a shutdown could be good for the government this fall, Mulvaney said it was Democrats who were pushing for a shutdown this time - and, he asserted, Trump prevailed by not letting that happen.

The president touted the increased military spending and said the GOP notched an additional victory by breaking the so-called parity rule giving Democrats $1 in non-defense spending for every Republican dollar of defense spending. "We have a Republican in the White House and control of both chambers of Congress yet this legislation fails to include key conservative reforms Republicans have long-advocated".

North Korea accuses US, South Korea of assassination attempt
When it accused the South Korean spy agency in these cases, it usually named the CIA as a co-conspirator or the mastermind. The spy agency later provided the man with additional cash to hire co-conspirators, the statement said .

Mulvaney also acknowledged the funding won't allow the White House to build "new wall" - certainly not the massive concrete barriers Trump has so often promised his supporters - but unveiled the administration's plans to fix and replace existing fencing with a "see-through steel wall". Republicans talked up the fact that more money in the bill is allocated to defense than domestic spending, a shift from the parity between the two insisted upon on by former President Barack Obama.

"I think it would be a good thing at this point if the iPhone was put in a safe, locked away and maybe returned in four years", Republican Senator Bob Corker, who was once on the short list to be Mr Trump's vice-president, told reporters. Patty Murray, D-Wash.

He added: "To compound matters, most of Washington now accepts our view that Trump got taken to the cleaners in the recent budget negotiations, and that kind of criticism makes him angry".

"The notion that he would consider this a failure is really troubling" said McCaskill.

"But it shows we Democrats want to work with our Republican colleagues", Schumer said.

"They're walking around trying to make it look like they pulled one over fast on the President".

Mulvaney said the ratio in the spending measure was about $1 to 20 cents, favoring Trump. "That's a tremendous development for this president and a huge win from a negotiating standpoint". "And I get that frustration, because I think it's a bad posture for the Democrats to take. But I certainly understand the President's frustration with the process".
